Default Actia

Hi!
Can anyone tell me what the other cable is that has come with Peugeot Planet/Actia system?
It has two clips to go onto battery and the other end a sort of OBD plug that splits into a two pin plug. What does it do????

its to check the volt and parameters etc.. Only use it if you are a pro !!
