206 HDI Headlight Delay Issue

I have an issue which I have not come across anywhere else.
Since the really cold spell recently, my headlights have a delay on turning on once switched on. When its been in the minus figures, its taken 10 - 15 mins. Today after leaving work at 8 degrees, took about 1 min. I have not found anything obvious which would cause this.

The sidelights and full beams work fine without any delay.

Does anyone know if there is any sort of relay in the headlight circuit or ever heard of this happening?
