have you checked all the fuses? may seem like a silly one but once upon a time my car (2.0HDi) was turning over but no firing, and it turned out to be a fuse in the compartment under the bonner (to the right of battery)

Key locks and unlocks car, instrument panel lights up and radio works, but engine will NOT turn over at all. Have not attempted the reprogramming of the key yet! People have said it may be the immobiliser.

Key will do all those things because it is synch`d to the car , but it might not be coded , you need peugeot planet Diagnostics and your transponder code .

might sound silly but have you tryed to, bump start? or jump start the car? see what happends. if the car starts then could be the battery. i know its a long shot but stranger things have happend.
