807 Towbar electrics

I have got a 2004 807 and have had a dedicated 13 pin wiring kit installed for the caravan electrics. Everthing works fine except I did not have any rear foglights on the car when solo. I called the company back in that done it and they have rectified the problem but only the right hand foglight works. I have been told that because the car is a uk model then by law only the right hand foglight needs to work and there is no live feed to the left hand although it is fully wired and a bulb in it. Has anyone else had this problem or can anyone shed any light on this foggy subject.

They're wiring is incorrect I reckon. Should work if the correct interface is fitted.
