turbo Boost over and under

After cleaning my DPF, replacing the glow plugs and cleaning MAF at the weekend I checked the Turbo actuator was moving, as I have been getting MIL on because of over boost. Well Im now getting a pending code for under boost (but no MIL on) and asume its been sticking. Only about £20 to replace, but is it worth a squrt of WD40 first.

yes, it dose move down when the engine starts.
