Fuel Cap

I think I may have an issue with my fuel cap, where it does not close very tightly, and not making a good seal.

I never get any "rush of air" when run from full to empty, and my mechanic noticed it was not exactly a tight fit.

On the inside there is an inner bit with 2 sort of wings on, i can not turn these, although it looks like I could with force, but dont want to snap anything.

Does anyone have a picture of the inside of a petrol fuel cap so I can compare.
