Default 1.6HDI turbo boost vacume

Am I correct in thinking this engine has some sort of electronicly controlled valve that bleeds air into the vacume to let the actuator arm adjust the vanes to control boost pressure.
What produces the vacume as it seems to be down the back of the engine under the airbox.
Is is possible that the soot leaking out of my turbo pipe has been drawn in through the breather under the engine cover and blocked it.
Is its operation testable with Planet, can it be taken off and blown clear with an air line.
I'm getting my head round this engine now, but I should have got a 2.0HDI as a taxi!

vacume produce vacum pump which is locate top right side engine,valve is behinde engine and all vacume pipe must be check before any change,on 800 rpm vacum on turbo shouldby 0.7 mbar ,when accelerate 0,3-0.7 mbar on vnt,straight from vacum pipe 0.9 mbar

Im not getting turbo boost and smoking between 2000-2500rpm, actuator arm moves down on start up but dosnt move up when the engine is reved.

Check for play in the shaft of the turbo. There should be a minimal amount.
