May just be frozen or blocked jets. Can you remove the supply tube from the jets and then operate the washer to check if water is coming out?

if fuses are fine and no motor noise I would say you need a new motor.

one on ebay for £13.50 delivered for washer bottle and motor

Get a multimeter on the wiring plug to the motor and see if it is getting power. If you haven't got a multimeter, then a 12v bulb with a couple of wires soldered / gaffer taped to it will do the same job

I would still check the wiring plug for a feed. Don't trust the earth, use the on the plug either, run it to a good engine earth.
