Default Cold starting problem on 2002 406 HDI

Hello all,

I'm having some issues with the car when starting the engine from cold. The engine takes a minute or two before it kicks into life. Doesn't seem to be an issue with the starter or electrics as it turns over no problem. I've replaced the glow plugs as well as the glow plug relay, but problems still persist. The engine has no troubles once it's warmed up - the problem only rears its head when the engine is completely cold. Anyone got any ideas on what might be the cause?
