Default 405 no start

I hope this is in the right thread. HELP. I Installed an 1991 405 engine in my 1991 US model 405S. Engine sputters maybe twice, then nothing. If you keep cranking, it will eventually fire a couple of times again etc. I have swapped the ECU, Spark module, flywheel sensor, Temp sensor, air box sensor with my good running 1989 405. Wires from sensors to ECU check ok. Spark great all the time. Pull the injector rack out, spin engine and you see all injectors squirt a couple times and stop. keep cranking and they squirt a couple time and stop. Fuel pressure about 43 pounds. I haven't replaced oxygen sensor. I replaced the timing belt also. Rechecked it a number of times. Swapped the injection and other two relays in box as well. Also, will this engine bash valves if the timing belt breaks?

The relays may be ok, but is the fuel pump itself working?

The engines are interference, so it'll make a mess if the timing belt goes south.

Yes, it has about 43 pounds pressure on the fuel rack.

Default 405 no start

It is an 1991 XU9 J2 DFV engine using the Motronic MP 1.3 ECU. My Bosch 0261 200 159 ECU works in my 89, not in the 91. The 91 ECU Bosch 0261 200 388 doesn't work in the 91 but does in the 89. I replaced the flywheel sensor in the 91 with my 1989 sensor that works well in my 1989 405. The 91 sensor works in my 89. There is no camshaft sensor that I know of, only the distributor on the end of the camshaft. I have not changed the idle speed control sensor, figuring that it would not stop the engine from running.
can you tell me the ac voltage that should be coming out of the flywheel sensor?
