Default 405 Diesel Problem - Help kindly appreicated

Hi all,

I've recently purchased a 1993 Peugeot 405 GLD the non-turbo version.
This was simply to use as a daily runner whilst I was having an engine rebuild on a Jap Turbo'd Roadster.
Anyhow, all was well until I pulled up at home with diesel pouring from the engine.
The leak appears to be coming from the right of the fuel pump area.

The goldy/silver area is where the fuel is coming from. Worse still is the blue insulated round plastic thing with two wire feeds has been glued on.
Now I've removed that from the gold/silver area the car won't start and I'm in a right ol' mess.
I've tried re-attaching it but still the car won't start

Is there anyone out there who can shed any light on the matter?
I really am up the creak without a paddle and limited on knowledge when it comes to diesel engines.
