Default Exhaust blowing white smoke and wont pick up

I have a Peugeot 307 HDI SXI 2.0ltr 55 Plate.

I was driving on the motorway yesterday, when I noticed that the car wasn't picking up past around 3000 revs, and when I put my foot down, it just sounded as though the engine was really struggling to suck air into it.

This morning I started it up (Started just fine) I took it for a little spin round the village and a lot of thick white smoke started coming out of the exhaust when I went around 3000 revs.

The bloke from RAC said it was just the turbo that's gone but I had to drive it for around half an hour to get to where I needed to be after the problem started yesterday. Is it the Turbo that has gone and whats the chance of it affecting other components?

check all turbo pipes. mine was blowing white smoke as water was getting in there.
