Default not starting

hi guys please help i have just had peugeot out to program a new key so i could get my car started and his little machine said "ecu locked" does anyone no what this means

Why did your car stop, is it a replacement ECU , was the car mapped at any time ?

it was just that i lost the key buy the way its a 2001 1.9d just in case it makes a difference
and no it was not a replacement ecu or been mapped its expolice

Looking about i see this guy can unlock them , why it was locked in the first place must have been someone working on the car with different or their own software being it expolice i wouldn`t be surprised, but i don`t think that it was locked so to say to stop anyone doing anything to it, but is a pain no-matter what.

yes i dont no how because everything else works but the engine wont fire up

Don't the ecu's have a certain limit of keys they can store? Sure its 5?

True I'm not entirely sure what happens when you hit this limit though!

according to the diagnostics computer my ecu only has two keys, could it be because it has a aftermarket alarm on it im not sure though if it is aftermarket immobiliser to how can i check
