manual tensioner pulley

Does any know the best way to loosen this off so i can put a new belt on (pulled the old 1 off as i was havin a bad day)

If so, I sheared mine off trying to loosen it - then snapped off my stud extractor as well. Just replaced it with a 7/16 bolt with a couple of nuts to lock it in position. Rubs up against the remains of the stub but works fine.
