306 cutting out while driving normally

So a few times my new (2000 x reg, 1.4 pet manual peugeot 306) has cut out randomly. this is usually at the point when i put the clutch in and stop accelerating just before braking. now at closer inspection while looking for the dip stick i saw this pipe was disconnected. any helps ?

Haven't had this properly repaired yet, but have noticed I was when it cut out and I restarted this morning, my fuel was on almost zero, then after starting again its gone up to almost a quarter? Is this normal....
