Default permanent fault purge canister solenoid valve control open circuit or short to earth

Hi,
My 2003 1.4L petrol 206 won't start, turns over but just won't fire. P Planet shows engine ecu has the following fault:-

"permanent fault purge canister solenoid valve control open circuit or short to earth "

I have tried:-
a) swapped a known working solenoid over but made no difference
b) checked fuse but all fine
c) fuel pump is working and fuel is in injector rail

Yet to check solenoid relay when I can locate it.

Can someone please explain what could be causing this issue?

Kind regards Mark

Thanks David,
I'll give it a go.
Fuel pump runs when you switch on ignition though.
Have you encountered this problem before on a 206?
Do you know where the purge solenoid relay is located on these vehicles?
Is this an electrical problem or an issue with a split pipe in the purge line etc?
Cheers

Thanks for your reply.
The engine light didn't come on when it stopped running, and it is not on.
P Planet diagnosis only shows that fault.
I suspect that being a permanent fault the ecu detects a serious issue and therefore it won't allow the car to start, as opposed to an intermittent fault.
