Default 206 heater issues

Hey

My girlfriend has a issue with her 206 heater, it does not work on numbers 1,2,3 but seems to work fine on 4. A quick browser on the web showed a number of people have had this issue but I could not find a solid answer on the cause and how to fix it.

So any ideas? I am happy to fix it myself as long as its not major
What parts are needed? Do major parts need removing?
How much would a dealer charge?
Any specialists in the Warwick area?

Sounds to me as if the resistor pack which controls the speed of the heater fan needs replacing. Can't help with cost or how to replace though.
