Default 206 1.6 gti hdi EGR

Went to a Peugeot main dealer to get the gasket and clamps to refit the EGR so I could take it off and clean it. I had a print out from the parts department showing 2 bolts holding the valve to the head. Just before doing the job, I rang and spoke to one of their technicians who told me that despite the drawing, there was a 3rd screw with a socket head at the base of the EGR . This had to be accessed from under the car and required the fuel filter to be removed. He said that this 3rd screw did not need to be removed, just loosened a couple of turns. Can any body let me know if this is correct? Also the inlet system seems to have some oil in it. Is this usual or have the turbo oil seals gone? Thanks
